To me it is a jab at the NK totalitarian government where "We require more minerals" is addressed to a forced laborer vs the SK free society where "We require more minerals" is familiar for triple X games that SK citizens have access to and are free to play.
The need for minerals is so common for all triple X games, Korean or American it would have no chance to go viral as a quirky line.
