Why is that?

It is scary, true. Probably a consequence of the collapse of the domestic steel industry. If you lay off skilled workers and employment levels for their skills are in the dumpster for a couple of decades, skills get a little rusty. Hell, the senior skilled workers die off. You can't restart an entire industry just to fulfill one order, no matter how big. The US couldn't build a big steel structure today, any more than we could build a Saturn V again, and for the same reason: We pissed away the capability.
