There will always be the privileged. The difference is how the poor are treated.
In the former Soviet Union, which was decimated by WWII with the Soviets following a scorched earth policy on their retreat and the Germans doing the same thing on theirs, promised all citizens health care, housing and a job. And they followed through as best they could.
The US has the fabulously rich, and the poor are guaranteed squat. And that is followed through as best they can.
