Apparently this has been confirmed.
I watched a tv show by that "River Monsters" guy who not only confirms this beast, but featured an interview with a local urologist who had successfully surgically removed one of these critters from a fisherman's penis. They showed video taken by an endoscopic camera during the 2 hour operation.
Unless someone went to an awful lot of effort to fake this, it looked legit to me.
