The IRS doesn't check to see if he's filing properly with the SEC. And likewise the SEC would only look into it if there was cause. The records of his compensation by Bain in the shadow years (99-02), could provide grounds for investigation if they prove he lied on his filings.
But you're probably right, I doubt the guy is a crook.
