The boat's probably not a recreational craft.
It's probably a tax write-off, which makes it a commercial vessel (probably with a professional crew) under US law. And nobody registers boats in the US if they can avoid it, they have those pesky Coast Guard safety regulations, and Union seamen are so grossly overpaid.
It's all perfectly legal of course.
