The second chart is an accurate representation of the U6 rate (the BLS only supplies data back to 1994)

On the other hand, I'm not seeing much progress to brag about now in the U6 rate. If we follow that slope of decline out beyond the right of the chart, it gets down to the 2007 rate sometime in 2020. :)
