Some things might work, others might not. Still others might work now but have to scrapped down the line. Times change, new strategies must occasionally be tried, and old ones eliminated. That's what governments should do, help business help people, and help people when business can't, or won't.
The private sector is highly productive, incredibly efficient, self-regulating, and takes advantage of people's willingness to work hard and take chances to improve themselves. We'd be fools not to exploit that and make sure those who work or lead there are helped by policy and rewards and incentives. Innovation, risk-taking and creativity should be rewarded, encouraged, celebrated.
But at the same time, the purpose of all human institutions is to help people. Any institution that fails to do that needs to change. The purpose of economic activity is to make our lives richer and more secure--all our lives. Everybody's.

- I don't think most of what Bowser proposes would be "negotiable" to a sane person.
