If the idea here (if I'm reading you right) is that the administration's "protester/movie" story was to legitimately cover an attack on a CIA facility, it doesn't stand up.
Simply declaring that it was a planned terrorist attack on an embassy on 9/11 would have served just as well to cover an attack on a secret CIA facility.
