The original idea of the study was to look for Alien civs trying to communicate with nearby interstellar colonies of their own in a cost effective way. I suggest reading the entire article from the link and not just the brief summary I wrote. It's a fairly short article.
My main interest in it anyway was the absurd response by some in the SETI community to the concept of reducing cost.
