I looked it up. In 2008, out of about half a million returns, and every tax loophole was applied, corporations paid about $230 billion in taxes on income of a bit under a trillion dollars. It comes out to an effective rate of 23 percent. Still a lot higher than 13.

But again, please run on higher taxes and more spending.

By the way, that "slide 10" you pointed out, with the graph of "tax expenditures" (unlooted wealth). I divided that 28 year span up to see what happened when. Guess when most of that nice long rise happened. Hint: Wasn't Reagan or Bush. In fact, Reagan eliminated a bunch of tax loopholes in return for lower rates.
