I've read a fair amount about how the medical plan was achieved. Thousands, literally thousands of lobbyists were sometimes even camped in front of the offices of legislators and various committees. The reason the health care issue is so clobbered up is due to large corporations and their money, pursuing self-interest ahead of anything else.
And their legislators.
An enormous amount of money was spent to prevent less expensive medical care and limited access to medical care. By Conservatives. One of many stains on America's history, on the same order of magnitude for its' time as slavery.
