Codicil
Whereas the security and wellbeing of any nation requires a literate and educated citizenry, and conversely the willfully uneducated and illiterate are a burden on society and a threat to its security, choosing to opt out of the opportunity for a free public education is equivalent to opting out of citizenship.
Accordingly, whosoever freely refuses a free public education, or who has been removed by parents or legal guardians, upon reaching the age of 18 years, may not:
1. vote
2. serve in any elected public office
3. receive unemployment compensation
4. receive other public assistance such as SNAP or housing
5. health care services, medicines, or supplies
or any other benefit given to those who choose to participate as genuine citizens in the life of their country.
This codicil shall hereafter be known as the "Real Freedom Has Real Consequences Amendment of 2014".
