Don't worry about things like that. They are the tip of the iceberg, all for show, signifying nothing. If they said anything else their base, the right wing fundamentalists would be unhappy. That is to be avoided. If the libs are unhappy, well, they always are and it's not their asses on the line.

All that matters is in the field, the Rules of Engagement, which are the standard by which you write up the after-action report. They tell you what to say happened.

That training is designed to keep very fundamental people happy, not to guide actions or attitudes. Those you will get in an effective oral tradition and it will be up to others to interpret actions in order to justify them.
