It does look a bit like an Omni station.

An old rotating radio signal method of indicating the angle an airplane was from a fixed station.

An omni-directional signal was transmitted and at the same time a rotating signal was sent. The time difference between the two was the angle from true north you were.

Crude by today's standards, but effective.
