These fuels have been around for a long time, like Sterno cans. I see two issues here:
First, the idea of a "refill" for a fuel-using device seems new. Containers would be much larger than, for example, Sterno cans.
Second, and more important, the "refill" concept will involve people putting more fuel into things without being all that careful about whether there is still flame present. An alcohol (ethanol) flame is not always that visible. And of course there will always be idiots who will try to pour flammable substances onto an obvious fire.
