Guatemala has the opposite strategy in place.
They have privatized many industries that used to be government owned. And the government, from what I hear, is shrinking. They have one benefit that Venezuela does not have to nearly the same extent: expatriates to the US sending a lot of money home.
They don't seem to be doing as well as Venezuela, though.
