It's not a building, it's frigging scenery. It was blocked off specifically to prevent those old veterans from getting in and hopefully generating some pathetic anti-shutdown footage of weeping men in wheelchairs for Pravda. Note that there was no fence around the World War One Memorial.
It backfired on the Democrats, big time. Those men in wheelchairs were raised in a different era.
