Are there actually any laws at all regarding armed knut-jobs? If so, the issue would have to be determining the infliction of knut-jobery.
As for disarming potential killers -- royal knut-jobs -- of any and all potential weapons, including automobiles, aircraft, most tools and kitchen utensils, extension cords, hefty knick-knacks, belts, scarves...
...Kinda hard to stop a determined knut-job...
