Well, yes and no . . .
The tax-free o/t was Billy-boys idea, and I liked it then, but he had a little tah-do with Monica, and nothing came out of the White House until the next election. Seems to now be an interesting experiment to try for that non-existent back-to-work plan the gov’s been harping on.
And, as a voter, I can demand whatever I like from my government. It's more than just a good idea, it's the law.
