IF Atlanta were ready, it would have wasted a huge amount of money.
For as often as they have snow, to have had the equipment, trained and retrained personnel and supplies necessary would have cost a fortune. They are much smarter to simply wait out a snowstorm, knowing they aren't ready and letting it pass.
It's ridiculous.
