As for Ames and Hanssen, you may be quite correct. However, there were times when I needed to display and even print that TS message to troubleshoot a repeating data collision in a comm center, checking feeds with a data trap in plain text, in binary, in octal, as well as in hex. This being the case, I and my cronies would need to have full access to all messages 24/7, without the need to awaken the chain of command for permission.
9-11 is old news, and I trust those security flaws have been patched.
