No. The mass and the radius determines exactly the surface gravity field, but it doesn't work in reverse. The radius is determined by the mass and by the material the planet is made up of, its composition, compressibility, density, rigidity, layering, etc.

Two planets with the exact same mass might wind up with different radii, and hence, different surface gravities.
