Political party national committees do it too.
I won't mention the party by name, (in order to preserve the political neutrality of "GeekSpeak"), but the National Committee of one our great national political parties is sending out fund-raising letters disguised as overdue bills, presumably to target folks who don't take the time and effort to read their mail carefully, or who can't, into sending them money. They are even signed by the party chairman.
