Remember "Being There", the film staring Peter Sellers as Chauncey Gardner, a simpleton butler/gardner who rises to power using simple metaphors about how the economy is a garden? Well, it is an apt metaphor.
Gardening and farming is an art and a science. Ask a wise farmer the secret to a productive farm and they'll tell you that it is fertile soil. Build, enhance, and sustain good soil and be rewarded with good, consistent production. Poor farming practices strip the land of fertile soil, resulting in a desert.
What Minnesota has done, through thoughtful governmental action, is create a fertile soil that grows businesses. What Louisiana and Kansas have done is slash and burn farming, productive for one or two seasons at most, then the soil is dead.
