Breeders create plutonium.

And plutonium is suitable for weapons, and much easier to mass produce than fissionable uranium. The world's nations have agreed to curtail plutonium production to help prevent nuclear weapons proliferation and terrorist use of the substance (besides its use as bomb material). It is one of the most toxic substances known to man.

Breeders are also potentially more unstable than pressurized water reactors, and much more expensive and dangerous to operate. Extracting the plutonium from spent fuel elements is an expensive and dangerous industrial process no one seems in a hurry to invest in. Like much of the promise of the Nuclear Age, breeder reactors did not turn out as wonderful as we had hoped.

We are learning that just because we CAN do something doesn't mean that we SHOULD.
