Yes, but it looks like the whole thing has gotten out of control. I.E., for an $87,000 home, a $6,000 assessment would seem to be out of line. Did they even have the damage assessed by more than one professional? Preferably by one who had no financial stake in making the repairs. You sign up for mayb $500 per month HOA fees and then all of a sudden get whammed. Most older people live on budgets. They can't work overtime to make up the amount they need. (Neither can employed people any more.)
