Why didn't they use something like this on the last Rover mission?

I knew there were good reasons why they had to go with that elaborate Rube Goldberg bootstrap/skyhook system. It had something to do with the light gravity and thin air, I think, although I don't remember exactly why. But what have they figured out now that allows them to use a much more straightforward system?
