I must register my objection.

Money and effort spent on space facilities should be directed to projects that can be used to support deep space missions into the solar system. The place to assemble a big ship, or put together a fleet, is near earth in an orbit aligned with the ecliptic. A replacement, or upgrade to the ISS makes sense, especially for a base in an orbit optimized to stage future interplanetary missions. But the moon is just another gravity well, three days away, with very little of intrinsic scientific value there. Its a very expensive dead end.

Bad idea. If you want to send payload to Mars, Venus or the Belt and beyond, why send it all the way to the Moon first, then have to boost it away from Lunar orbit?
