Allow the 'illegals' to be eligible for the bounty for turning in those that hire them- that way if just one of the workers feels the employer is exploiting them or treating them unfairly then they can turn them in, and get a $10,000 payout. This would finally give the workers who have been brutally exploited bargaining power. It would put an end to the exploitation, FORCE employers to provide wages and conditions that are acceptable. If the costs to keep the illegal workforce happy are too high then the employer can hire American citizens and comply with all the existing worker protection laws.
