You can't control the information, neither the mainstream or the darkweb, unless you're running one of the authoritarian regimes.
You could use education to combat indoctrination but you'd have to push educators to include critical thinking, skepticism and healthy mistrust in their curriculum.
To me, the most powerful aspect of the internet is the ability to rapidly and easily contact the author.
