In Florida
rental cars used to have special plates, and each county registration number had an initial digit that identified its home county (for example, registrations that began with a '3' were from Hillsborough County--Tampa, '1' were from Dade County, Miami). Eventually, these were all replaced by random numbers because criminals were targeting tourists and out-of-towners as easy marks.
People who weren't locals were more likely to have their cars broken into, or vandalized, especially at sporting events or tourist attractions.
