No. It is not.
But they own the infrastructure. The city spent several millions of dollars to try to buy it, but failed. The gas bills have been insane this year and so have their profits. There is a commission that is supposed to oversee their monopoly, but they just rubberstamp everything.
Logistically, it is impossible to have competitors share the wires and the gas lines. So it is what it is.
(Which is not free market capitalism.)
