The small pox virus is almost certainly in the hands of some very unstable governments.

It could be released as an act of terrorism or war... or it could be a simple accident.

Who, if anyone, managed to bribe a worker at VECTOR to get a few micro-grams of the TONS of smallpox virus Russia irresponsibly manufactured?
