The protected habitat of the endangered Florida Panther (a sub-species of the cougar, puma or mountain lion) completely surrounds this facility.
Oh, and BTW, it rained there today. There was some flooding. A fleet of fast food vendor trucks was brought in from Miami to provide lunch for the construction teams erecting the tents and fences. The vendors were all for Spanish fast food like churros since most of the workers are Hispanic (and probably illegals).
