You have to get past the centralization myth. The idea that if we just put the right angels in charge of everything, it will all work.
Who decides who's "cream of the crop?"
Get rid of the "national level." America's education system worked very well for many years on a local level, and spending about a quarter of the money per student being spent now.
Regulation IS politics. Regulation will ALWAYS be politics. In this case, as in many others, the regulation is what CAUSED the uneven playing field.
