An alternate proposal
Let it apply to everyone and only apply to federal taxes. Most of the services mentioned are supported or could be supported by State and local taxes. Federal fees and a nominal level tax could support things like FEMA and military
Let people vote with their feet for ten years and then see what works best.
This is a gross oversimplification but I do believe in States rights and creating an environment where success would tend to be copied
