My answer has to be no. While the US Constitution grants to the States all rights not given to the Federal Government

Article 1 Section 10: Powers prohibited of States.

Article IV: The States.

Amendment 10 says: Amendment 10 - Powers of the States and People.

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

Because the Federal government can trump the state's rights in certain instances, I don't believe it qualifies as Westphalian Sovereignty if I'm reading the definition of that correctly.
