Yeah, there's a few points of lucidity in there, but a lot of it's just nonsense, the sort of thing a computer poetry program would cough up. "Curfew gull?" "Four-legged forest cloud?" Dylan's done some good stuff, but that was also an era of "stream of consciousness" poetry. It comes into your head, you write it down.
And yes, this is opinion, same as whether you like asparagus or not.
