The bitch is that budget cuts will always affect some industry or people somewhere.
The idea of course, for statists, is to create a situation where as many people as possible (preferably a voting majority) depend on the state for their livelihoods in one form or another. This population will usually support more power and wealth accruing to their "benefactors," particularly if their own taxes are kept low or non-existent.
The fact that this situation is fiscally impossible doesn't seem to bother them. But sooner or later fiscal reality raises its ugly head, hence our current fiscal imbalance, and even worse disasters in Europe.
