The government has a long history of allowing access to public land at far lower prices than such access would demand on an open market or on private land. Not just grazing, but lumber, mining, and others.
Cost of leases can be pennies on the dollar in some cases.
Whether a third of our nation's land area should be owned by various governments is a separate issue.
