The European parliament isn't either a judiciary power.
All countries must agree for a decision of the European Parliament to be enforced.
Example: the Greeks don't want their boats to be all modified to have two hulls rather than just one. And boats go on leaking their oil and pollution. But then, countries are allowed, individually to prevent those boats from entering their territorial waters.
