Are part of the glue that holds our universe together.
I call them "circum-chances", a 360` "chance".
Dr. Jule Eusenbud in his book "Parapsychology and the Unconscious" (ISBN 1-55643-138-4) even theorizes that this could literally be the action of an intelligent universe, where some people are able to see the mind of God at work.
