<Soccer moms need armored vehicles too...
It all boils down to education and opportunity. The most violent places in the world offer neither.
While one can try to formulate national, racial or ethnic backgrounds to this violence, the bottom line is education and opportunity.
It occurs to me, we need to have specially designed radio educational programs broadcast, in various languages - that anyone with just a radio can tune in upon, anywhere they live around the world.
They should cover History, speech, civics and law, mathematics, etc. While some may scoff and say it would do no good, I believe the lessons could be used by parents who have no access to schools fo their kids or for whom schools are achieving scores somewhere south of DC schools.
It certainly couldn't hurt and the US outlay would be very minimal, compared to almost ANY federal program.
It IS a battlescape out there between good and evil, and we need to use all the resources at our disposal to combat the spread of mental darkness.

To wait for computers is simply too long a wait for some regions. A radio can be found in most parts of the thirld world in many households.
