Dialgue to what point?
The issues between france-beligum-germany and the UK-Spain-Portugal-etc. are stark and deep.
One side is willing to sit and react to events and use words to avoid action. The other is willing to do the heavy lifting and reduce threats in the world.
Dialogue seems to offer little as long as one side ignores history.
