<Is shooting an Israeli conscript at a range of 200 yards an act of terror or an act of war?

Is there any difference, really?

Depends. Is the conscript sitting in a tank, firing on the sniper's position, or on his fellow Palestinian gunmen? Or is the conscript sitting in a Tel Aviv cafe having a soda while on leave?

If you want to inject shades of gray*, what if the conscript is sitting manning a border post, but there is no military action of any kind going on right then?

But the gray areas are exceptions, not the rule. Given a certain specific situation, I could usually tell you right off if it's terrorism or not.
