The Iraqis may be using sneaky and underhanded tactics, and violating accepted rules of war, but they are not committing "terrorism" in directly attacking Allied forces engaged in active warfare against them. A case might be made that they are committing terrorism against their own people when they force Iraqi civilians to act as human shields...
