Germany didn't start WWI
If any two countries can be said to have started it, it would be Austria-Hungary and France. With Russia mobilizing on it's Eastern frontier, Wilhelm asked France several times what their intentions where. The French never said. This left Germany with very few choices, do nothing and risk being attacked on two sides, or strike first.
