It's like the lady said, "Show me the money". While Tumlinson's sugar daddy, that telecomunications magnate (name escapes me - anybody remember?) who has financed Space Frontier Foundation was willing to do that, he won't finance a space hotel out of his own pocket... a matter of fact he can't, even with a $500 million bank roll.
So you're left with the real project, Energia's "Enterprise" module, with partners Spacehab and Dreamtime, and Tumlinson's current efforts are just screwing that up by muddying the waters.
