Public relations baloney
The Russians have no money. Their whole aerospace infrastructure is rotting away as their technical talent flees the country. The various press releases about building a MIR-II, having a manned Mars program, rebuilding Buran, etc. can only be interpreted as canards to attract foreign capital (presumably to be later siphoned off to Swiss bank accounts).
It would be nice if the Russian space program could rise up from the ashes. It would also be nice if the US had a manned Mars program or I inherited $3 million from a distant relative.
